overflow problem when I make template. any CSS experts?

I have a page created perfectly in psd2css and I'm using it to make a template in dreamweaver to do the rest of the site. My problem is I have the sticky footer, when the text is too long it goes behind the footer and I have it to scroll the page and the remaining text appears, perfect! but when I save the page as a template and I make a page where the text goes behind the footer from my template, it wont scroll, you can't access the remaining text.

If I create the page from the psd2css original without using the dreamweaver template it starts scrolling nicely behind the footer again, confused, any ideas?
