Ok - again - you are using
Ok - again - you are using something that psd2css Online doesn't generate. you can ask general questions about wordpress here, but you probably should be clear about what you are trying to install. psd2css Online does not generate a .rar file. So any .rar file you are trying to install didn't come from psd2css Online. And error you reported below - it clearly states that it can't find files in a folder called wp-content/theme/SiteHTML . That is not the folder in the zip that comes from psd2css online - that theme came from someplace else.
So I guess my suggestion is contact the folks that gave you the theme that doesn't work. They would know more about what is supposed to be in their theme, etc.

The error sounds like it's not finding something in a theme called SiteHTML. psd2css Online generates a theme called psd2css. What theme are you trying to install? Did you modify what is in the zip file before installing it?
