Question regarding simple changes to sites

So, say you want to add a page, or make some gfx changes to a site that you've completed. Is the only option (besides editing the code, which can be tedious and frustrating for a non-coder) basically going back into photoshop, creating what you need and re-uploading the file to be converted? Then the tedious process of going back into the code to put back in all the information that you had edited before to customize?

We're going to be working on a joomla template, and that's where my concern lies. Don't want to have to re-create the wheel everytime some changes like explained above, need to be made.
