I need help removing scroll bars or creating a fluid website from a psd file.
I am also guessing I can use this to generate a template first then optimize the
site manually by removing the background and optimizing it with a 2pixel repetitive filler
for a faster loading site.

Frame Layer Name
You are going to want to use the Frame layer convention to have a fluid no scroll bar content build. Check the documentation on how to get it working properly
