Very often in drupal one is simply expanding a text-content area against an identified background.
The process that you describe covers a general case where an expanding region is surrounded by a graphic element that expands with the expanding content area.
Very often drupal users are generating nodes with text that expand where is no surrounding/expanding graphic border element.
Any way that you could create a simplified drupal region expand layer naming convention that would handle this less general but very common case.
This would eliminate the need to create layers that refer to an expanding graphics surround.
